carl9170 toolchain: update gcc to 12.2 / binutils 2.39

and remove old SHA256SUMs.

Also silences a linker warning that shows up:
|ld: warning: carl9170.elf has a LOAD segment with RWX permissions

unfortunately, yes. The embedded CPU has no MMU to make use of this.
So, the warning is turned off.
