2 * TCP NV: TCP with Congestion Avoidance
4 * TCP-NV is a successor of TCP-Vegas that has been developed to
5 * deal with the issues that occur in modern networks.
6 * Like TCP-Vegas, TCP-NV supports true congestion avoidance,
