build: Add `git-to-changelog' and make use of it in `Makefile.am'.

* build-aux/gitlog-to-changelog: New file, from Gnulib.
* Makefile.am: (gen-ChangeLog): New rule, borrowed from Guix.
  (dist-hook): Depend on `gen-ChangeLog'.
